California's Attempts to Fix Workers' Comp Fall Short

"California's most recent reforms, passed in an uncertain political climate last fall, were not enough. These modifications simply added to the complexity of the system and will likely have a minimal effect on reducing workers' compensation claim costs. While insurance carriers did offer single-digit reductions, they still maintain tight restrictions on which employers they will insure. As a result, too many companies are left with high rates or must resort to risky financial schemes to finance their workers' compensation liabilities."
