The Client and Its Challenge
In just the last few years, a county in the United States experienced a rapid population growth of 134%. The second largest county in its state, it is reputed to be as a leader in risk management. To keep pace with its high growth rates, the county needed a new risk management information system (RMIS) that was both a top performer and flexible.
To complicate matters further, the county was planning a new hardware platform installation, which would need to support the new system. The DRM requested presentations from multiple vendors, including STARS. After seeing the demo of STARS, the DRM’s comment to the group was, “STARS is exactly what we need. It is head and shoulders above the rest of the competition.”

A key differentiator and a major factor in the county’s decision was STARS’ ability to create custom claim folders. This function allows claim information to be entered on a single folder, reducing data entry time and simplifying the input process.
Running concurrently with the planned implementation timeline, the county had several other high priority projects. The implementation team worked around the installation of a new network infrastructure while preparing for Y2K. This presented an additional challenge for the STARS team, as it faced far less time to implement STARS and get it online.
Additionally, several modifications needed to take place, including converting FoxPro programs to SQL scripts to be compatible with the new version of STARS. The STARS team worked diligently and overcame several obstacles, and, in the end, successfully completed the implementation in time for Y2K.
Results
Now that STARS has been implemented and the DRM’s team members have had a chance to evaluate the system, they are very satisfied with their decision. STARS has automated many of their tasks and streamlined the key processes. STARS is exceeding their expectations, and will be able to accommodate the future rapid growth of the county.
