Mr. Cohen is the New York Office Leader of Marsh Risk Consulting’s Construction Consulting Practice. He is instrumental in the practice’s global growth in construction claims, dispute resolution, and project advisory services.
Mr. Cohen’s expertise is in construction management, design, and financial management. He worked as a project manager for a design-build contractor prior to industry consulting, where he was involved in all phases of the construction process. His design experience includes civil, piping, mechanical, environmental, and I&C (conceptual). He is also proficient in many industry-related scheduling, cost, and estimating software packages.
Mr. Cohen serves as an engagement manager and lead expert on large and complex dispute resolution engagements. He has performed analyses and testified about claims involving projects in a broad range of industry sectors. He has managed the performance of construction and engineering analyses, including: schedule delay; disruption; acceleration; early completion; change orders; productivity and inefficiency; causation and responsibility; cumulative impact; differing site conditions; workmanship; measured mile; damage quantification; lost revenue/business interruption; project controls and management systems; termination; and other issues.
Mr. Cohen has testified in arbitration venues including the American Arbitration Association (AAA), International Chamber of Commerce (ICC), and United Nations Commission on International Trade Law (UNCITRAL), as well as legal proceedings in U.S. courts. He has also provided independent internal arbitration and mediation services for owners, designers, and contractors involved in various types of engineered and constructed projects.
Based on his industry and dispute experience, Mr. Cohen advises clients in claims prevention, project risk assessment, and project risk management training and audits. He provides comprehensive project management, design and development evaluations. He has also written project policies and procedures manuals and conducted feasibility studies.
Mr. Cohen has authored and presented numerous technical papers on construction-related topics and is an active leader within various professional organizations. He is a Professional Engineer (PE) and a certified Project Management Professional (PMP).
He has a Bachelor of Science in civil engineering from Rensselaer Polytechnic Institute and a Masters of Business Administration from Fairleigh Dickinson University.
