Product Risk Practice
Theresa (Terri) D. Rogers serves as a consultant in Marsh’s Global Product Risk Practice. She works with companies on regulatory compliance, establishing procedures to conduct recalls and minimize risk and liability. While Ms. Rogers is primarily responsible for assisting clients who have Consumer Product Safety Commission (CPSC)-related issues, she also assists clients with products regulated by other regulatory authorities.
Ms. Rogers served as associate director in the Office of Compliance at the U.S. CPSC from November 1998 until January 2006, heading the compliance team responsible for children’s products. From May 1973 through October 1998, Ms. Rogers served in various other capacities at the CPSC, including project manager for children’s products in the Office of Program Management and senior compliance officer for children’s products in the Office of Compliance.
While at CPSC, Ms. Rogers was involved in developing agency regulations and amendments for toys and children’s products, including small parts, small part labeling, cribs, bicycles, and infant cushions. In the Office of Compliance, she was involved in hundreds of recalls of toys and other children’s products, as well as a variety of other consumer products, including smoke detectors, electric pressure washers, and bunk beds. Ms. Rogers was also involved in agency activities to pursue the development of industry voluntary standards to address hazards identified in recalls, among them standards for toddler beds, bunk beds, infant carriers, and drawstrings on children’s clothing. Ms. Rogers helped develop the Commission’s Fast Track Recall Program, the Compliance Guidance for Toy Premiums, and Compliance Interim Enforcement Policy for Children’s Metal Jewelry Containing Lead.
Ms. Rogers is an expert in the CPSC’s rules and regulations including its reporting requirements, procedures for conducting recalls, and enforcement activities. She has participated in toy safety conferences in the United States and China, and in seminars and conferences concerning compliance with CPSC regulations, as well as steps firms can take to assure the safety of their products and avoid problems with CPSC.
