Terrorism Vulnerability Leads to Security Assessment |

The Client and Its Challenge
The client, an independent power producer with a generation asset in the Caribbean, was informed by the U.S. Department of State and local government officials of possible terrorism vulnerability. The power plant is a critical infrastructure asset since it supplies more than 20 percent of the base load to the island nation.
The Risk Consulting Solution
The chairman of the board requested Marsh’s assistance in performing a physical security assessment of the Caribbean generation asset. Marsh’s risk consultants conducted the infrastructure and vulnerability analysis, which included:
- A review of the perimeter security including fences, lighting, vehicle and people control, security cameras, and guard patrols
- A review of building security including access, locks and related hardware, lighting, and intrusion systems
- A review of the internal security processes including employee controls, security cameras, security communications, emergency plans, and threat management plans
- Both internal and external observations to assess actual operational processes as opposed to written procedures.
In addition, the Marsh consultants detailed a number of recommendations regarding the need for physical enhancements to both buildings (exterior and interior) as well as to the plant operating procedures. When implemented, these changes would decrease the threat profile of the facility and help secure its employees from potential danger.
Results
The board of directors requested that the resulting recommendations be prioritized and then directed plant management to implement all high priority items. Additionally, this assessment resulted in the placement of a $110 million terrorism insurance policy through Marsh.
