The Client and Its Challenge
A new package distribution company with five regional facilities was interested in increasing its focus on fleet safety. The client approached Marsh and requested that a GAP analysis be completed to identify areas for improvement. executives were also interested in moving the organization along the continuum toward best-in-class.
The Risk Consulting Solution
Marsh consultants conducted a GAP analysis at each of the five regional facilities. The GAP analysis, which is a diagnostic evaluation of a fleet’s management controls, has 20 components and is conducted with representatives from the following departments:
- Operations
- Safety
- Maintenance
- Regulatory compliance
- Executive management
- Dispatch
- Drivers
- Other internal groups such as receptionists, back office employees, etc.
The goal of a GAP analysis is to evaluate where an organization falls relative to industry best practices. After conducting the interviews, Marsh consultants scored each of the 20 components on a scale of zero to five — where five represents industry best practices. The resulting information was shared with the client, along with recommendations on how the organization could move toward a score of five.
Results
As a result of the GAP analysis, a formal safety action plan was implemented, including the following activities:
- Definition of management roles and expectations
- Enhanced on-boarding and on-going collision / injury prevention training
- Implementation of structured event reporting and loss management procedures
- Goal setting / monitoring exercises
After implementation of the formal safety plan, the client was able to increase the number of route delivery days per collision from 413 to 684. During the same period, the OSHA frequency rate has fallen from 14.3 to 9.5.
